New Jersey Unshackles APNs: Governor Sherrill Signs Landmark Law for Independent Nursing Practice

TRENTON — Governor Mikie Sherrill today signed the legislation to eliminate selective restrictions for advanced practice nurses (APNs) practicing in New Jersey.
This legislation makes permanent the independent practice authority of certain APNs who provide primary or behavioral health care, as the temporary waiver of the joint protocol requirement ends. The legislation also allows APNs who qualify to prescribe medications without a joint protocol with a collaborating physician.
"Today's bill signing ensures that advanced practice nurses with extensive clinical experience are able to continue independently providing primary or behavioral health care services. At a time when the health care industry is facing significant workforce shortages and when my Administration is focused on driving down costs to consumers, the last thing we need is more barriers to practicing and accessing health care in New Jersey," said Governor Sherrill. "From youth mental health services to preventative care, taking action to remove these unneeded administrative barriers will help ensure New Jersey residents have access to the high-quality services that they deserve."
Earlier this year, Governor Sherrill signed Executive Order No. 13, temporarily extending the State of Emergency declared pursuant to Governor Phil Murphy's Executive Order No. 103 (2020) for an additional 45 days. This was done to avoid an abrupt end to years-long joint protocol requirement waivers for certain APNs, which were set to expire on February 16, 2026. This extension provided more time for the Legislature to advance a permanent solution.
APNs are registered nurses with graduate-level education and clinical training. Twenty-seven states have full practice authority for APNs.
Governor Sherrill signed the following legislation: S2996/A4052 (Vitale, Singleton/Spearman, Brennan, Quijano) — Eliminates certain practice restrictions for advanced practice nurses.

Addressing the profession's most urgent hurdles, Dr. Mensik highlighted the declassification of nursing loan limits and the critical need to combat workplace violence. "No one should go to work under threat," she asserted, noting that nurses face higher rates of violence than correctional officers.
To combat burnout, she urged a shift from individual grit to system-level resilience, pointing to the ANA's "Stress First Aid" program, which has decreased burnout by up to 29% in participating hospitals. Her final call to action was clear: stay in the profession by exploring its vast specialties and embrace political advocacy. "If you are not political," she warned, "you are living in someone else's political decisions."

On March 27, 2026, Global Innovative Foundation, Inc. welcomed leaders, advocates, and community partners to the iconic Biltmore Hotel for its 7th Annual Power & Influence Luncheon — an afternoon dedicated to advancing public service and uplifting survivors across Miami-Dade County.
Over $75,000 in scholarships were awarded to survivors on their educational journeys, including two newly established funds: The Marina Pavlov Scholarship and the Dr. Francesco Duberli Scholarship Fund. Honorees included Katherine Fernandez Rundle (Power & Influence Award) and Jeanette Marie Núñez (Trailblazer Award).
Nemours Children's Orlando Earns Magnet® with Distinction

Nemours Children's Health, Central Florida has become the only system in Central Florida — and just the third organization in the entire state — to earn the American Nurses Credentialing Center's Magnet® with Distinction Recognition, nursing's highest organizational honor.
Reviewers cited 16 exemplars where the pediatric system's nursing practice materially exceeds the baseline, including patient experience, clinical quality, nurse satisfaction, and the Advanced Care at Home program. Of roughly 6,000 U.S. hospitals, only about 10% achieve Magnet® designation — fewer still are elevated to the Distinction tier, and rarer still in pediatrics.
